Batang nakasakay sa e-bike, nabundol ng bus! Ina, humingi ng tulong!

Dumulog si Gemma sa ‘CIA with BA’ upang humingi ng payo tungkol sa sitwasyon ng kanyang anak, na kasalukuyang nasa ospital matapos itong masagasaan ng bus habang nakasakay sa e-bike.

Sa segment na ‘Payong Kapatid’ noong Linggo, Setyembre 22, ibinahagi niya na pagkatapos ng insidente, nagkaroon ng kasunduan sa pagitan niya at ng bus company na sasagutin nila ang lahat ng gastusin sa ospital.

Ngunit sa kabila ng kasunduan, umabot na sa halos 500,000 pesos ang hospital bill, habang nasa 5,000 pesos pa lamang ang naibigay ng bus company para sa mga gastusin. Dahil dito, labis na nag-aalala si Gemma habang patuloy na tumataas ang kanilang bayarin, at hindi siya sigurado kung paano tutuparin ng bus company ang kanilang pangako.

Binanggit ni Senador Pia Cayetano ang posibilidad na may kapabayaan sa kaso dahil maaaring hindi pinapayagan ang e-bike sa kalsadang pinangyarihan ng aksidente, na maaaring magdulot ng mga tanong tungkol sa pagsunod sa mga regulasyon ng trapiko.

Nagbigay naman ng legal na payo si Senador Alan Peter Cayetano batay sa kwento ni Gemma. Ayon sa kanya, sa pangkalahatan, ang may kasalanan sa isang aksidente ang dapat managot sa mga gastusin. Binigyang diin niya na dapat ipursige ni Gemma ang kanyang mga karapatan at ang kasunduan sa pagitan nila ng bus company ay dapat igalang.

“May karapatan, may responsibilidad, pero ‘pag may naaksidente lalo kung talagang nasaktan ‘yung isang tao... kailangan natin ng tulong. ‘Wag tayong mahiyang humingi ng tulong pero ‘pag kita na natin na kailangan ng tulong, magkusa na tayo,” sabi ni Kuya Alan.

Matapos makatanggap ng payo, naging emosyonal si Gemma at ipinaabot ang kanyang sakit sa pagtingin sa kanyang anak na sugatan at mahina. Nangako ang programa na tutulong kay Gemma sa kanyang mga gastusin sa ospital, makikipag-ugnayan muli sa bus company, at tutulungan siya sa kanyang maliit na negosyo na naapektuhan ng insidente.

“Ako I pray na in a few months, maging success story natin (ito)... Sana ito ay isang obstacle na maging positive influence talaga, not just sa buhay ng family but sa lahat ng mga kamag-anak and mga kapitbahay,” sabi ni Ate Pia.

Gemma sought advice from ‘CIA with BA’ on what to do about the situation of her child who is in the hospital after being hit by a bus while riding an e-bike.

During the ‘Payong Kapatid’ segment on Sunday, September 22, she shared that following the accident, she and the bus company had agreed that they would cover all hospital expenses.

Despite the agreement, the bus company has only contributed around P5,000 to the hospital bill which has already soared to nearly P500,000. This has caused Gemma significant concern as the medical expenses continue to mount, leaving her uncertain about how the bus company will uphold their promise.

Senator Pia Cayetano said negligence might also be a factor in the case. She noted that it was possible the e-bike was not allowed on the road where the accident occurred, which could raise questions about compliance with traffic regulations.

Giving legal advice, Senator Alan Peter Cayetano said the party at fault in an accident should generally be held accountable for the expenses. He emphasized that Gemma should assert her rights and that the agreement between her and the bus company should be honored.

“Yes, may karapatan, may responsibility, pero ‘pag may naaksidente lalo kung talagang nasaktan ‘yung isang tao... we need help. ‘Wag tayong mahiyang humingi ng tulong pero ‘pag kita na natin na kailangan ng tulong, magkusa na tayo,” he said.

After receiving the advice, Gemma became emotional, expressing her pain in seeing her child in such a situation — injured and still weak.

The program also promised to assist Gemma with her hospital expenses, facilitate further communication with the bus company, and help with her small business that was affected by the incident.

“Ako I pray na in a few months, maging success story natin (ito)... Sana ito ay isang obstacle na maging positive influence talaga, not just sa buhay ng family but sa lahat ng mga kamag-anak and mga kapitbahay,” said Ate Pia.

Muling binigyang diin ng talk show at public service program na ‘CIA with BA’ ang mahalagang papel ng mga barangay officials sa pagprotekta sa mga karapatan ng kababaihan at kabataan.

Sa segment na ‘Yes or No,’ itinanong ni Jabo ng Mariteam ang tungkol sa posibilidad ng pag-isyu ng protection orders sa barangay level.

Sa maraming taon, lagi akong may exhibit sa Senado tungkol sa VAWC, at nagbibigay ako ng mga talumpati sa buong bansa. Talk show and public service program ‘CIA with BA’ once again emphasized the critical role of barangay officials in protecting the rights of women and children.


In the segment ‘Yes or No,’ Jabo of the Mariteam raised the question of whether or not protection orders can be issued at the barangay level.


Senator Pia Cayetano promptly answered with a “yes,” explaining that under the Anti-Violence Against Women and Their Children Act of 2004 (Republic Act 9262), barangay authorities are empowered to issue Barangay Protection Orders (BPOs) to prevent further abuse.


“When this law was made, na-realize ng lawmakers na sa barangay pa lang [dapat]… Hindi pwedeng ang court lang ang magbibigay ng protection order dahil bago ka makarating sa korte, matagal pa,” Senator Pia explained.


Ate Pia also stressed the importance of the ‘Yes or No’ segment itself, saying, “Ang request ko talaga sa segment nating ito ay may matutunan tayong lahat.”


“For many years, lagi akong may exhibit sa Senate on VAWC, and I give talks all over the country. I’m so happy we can do it here in my other home, ‘CIA with BA’, because it is our goal to educate people about their rights in the law and to also make us better human beings,” she added.


She concluded by emphasizing the need for awareness regarding different forms of abuse: physical, sexual, psychological, and economic.

‘CIA with BA’: Mother’s hurtful words lead daughters to file complaint

This was Senator Pia Cayetano’s reminder to viewers as she, along with co-hosts Senator Alan Peter Cayetano and Boy Abunda, addressed a family conflict on the episode of ‘CIA with BA’ that aired on Sunday, September 8.

In the ‘Case 2 Face’ segment, Zeavs, accompanied by her sister Mygirl, sought help to file a complaint against their mother, Grace. Zeavs claimed that her mother had hurt her on the day her sister had a court hearing against the children of Rolando, their mother’s partner.

Grace allegedly threatened that if her sister sent Rolando’s children to jail, she would prevent Zeavs from continuing her education.

Zeavs was particularly distressed because she had been accepted to study industrial engineering at a state university. Grace supposedly said that rather than using the money for her education, it would be redirected to bail if Rolando’s children ended up in jail.

In their defense, Grace and Rolando argued that Zeavs was preoccupied with luxuries. Despite Rolando being just a construction worker, they managed to buy her a laptop.

The tension escalated as Zeavs and Mygirl were further angered by their mother’s hurtful comments.

“Wala na daw po akong karapatan mag-araw dahil may sakit daw ako, mamamatay din naman daw ako,” Zeavs shared.

During the discussion, Kuya Alan and Ate Pia emphasized that unity within the family could lead to greater achievements. They noted that Rolando, though not the biological father of Zeavs and Mygirl, had taken on the responsibility, Grace was a loving mother, and both Zeavs and Mygirl had significant aspirations.

Initially, Zeavs and Mygirl sought their mother’s imprisonment, but eventually, they sought forgiveness. Their mother also apologized, and the family reconciled with a heartfelt embrace.

The show committed to providing financial assistance for Zeavs to pursue her studies and for Mygirl, who aspires to train as a beautician.

CIA WITH BA: TUTULONG KA NALANG KAILANGAN PA NG PERMIT?

Tutulong ka na lang, kailangan pa ng permit?

Sumiklab ang debate tungkol sa pagkuha ng permit para tumulong sa mga biktima ng bagyo sa episode ng ‘CIA with BA’ nitong Linggo, Setyembre 1.

Sa segment na ‘Yes or No,’ tinanong ni Manilyn ng Mariteam kung kailangan pa daw ba talaga ito dahil nagpla-plano sila ng mga kaibigan niya na mangolekta ng donasyon mula sa publiko at magsagawa ng fundraising activities para sa mga naapektuhan ng mga nagdaang bagyo.

“Officially, the answer is ‘Yes,’” ani Senator Pia Cayetano.

“Nung [time] ng COVID-19, ang daming naglabasan na fundraising [activities] para makatulong sa tao. Tapos naglabas ang DSWD ng paalala na lahat ng gustong mag-fundraising, kailangan kumuha ng permit. Ang daming umangal na netizens dahil hihingi ka pa ng permit e baka ‘yung sasaklolohan mo e namatay na o baka kung ano nang nangyari. Sa pagkakaalala ko, sinuspend muna pansamantala ‘yung requirement na ‘yan but it is a presidential decree na nagsasabing kailangan ng permit,” paliwanag ni Ate Pia.

“The reason for that is [dahil] may mga mabusado, ‘di ba?” pagpapatuloy niya. “Like may mga magsasabing [kahit] ang ganda-ganda nila mag-market ng kanilang organisasyon tapos malalaman mo hindi nakarating [ang mga donasyon]. So tama naman ang DSWD na maging strikto sila doon but I’m still hoping na magkaroon tayo ng way na mas mapadali ‘yan kasi nagiging pahirap sa mga well-meaning citizens naman na gusto automatic makapag-solicit, padala kagad ng pera sa nabagyuhan, tapos hindi pwede. Pero for now, it’s really what the law requires.”

Ikinumpara ni Senator Alan Peter Cayetano ang isyung ito sa kwento sa Bibliya kung saan si Hesus at ang Kanyang mga disipulo ay naglalakad sa isang taniman ng trigo habang Araw ng Sabbath, at nagsimula ang Kanyang mga disipulo na pumitas ng mga butil upang kainin. Sa kwentong ito, binibigyang diin ni Hesus na ang Sabbath ay hindi dapat tungkol sa mahigpit na legalismo kundi tungkol sa pagtugon sa pangangailangan ng tao at pagpapakita ng awa.

“Nakikita natin na kahit maganda ‘yung intensyon ng batas, minsan nagbabangga. For example, sa donations, bakit mo pa papahirapan kumuha ng permit? On the other hand, maraming nanloloko o kaya panis [‘yung pagkain] na naibigay, sinong hahabulin mo? I’m not saying na in every single situation kailangan may red tape o lahat ng klaseng permit. May purpose din po kasi talaga na maraming regulasyon to protect,” paliwanag ni Senator Alan.

“It’s really a balancing act so I think, how we transform into a nation that values the law and then ‘yung law naman protects us. ‘Yon ang isang challenge natin,” dagdag niya.

Para naman kay Boy Abunda, napagtanto niya na, “Kaya pala may mga amendment ang batas, may mga exemption, kasi habang ginagawa pala ang mga batas, may mga bagay-bagay na hindi pa naco-consider, hindi pa nakikita.”

CIA with BA’: Debate ignites over permit requirement for helping typhoon victims

“Tutulong ka na lang, kailangan pa ng permit?”

This was a question raised in the ‘Yes or No’ segment of ‘CIA with BA’ Sunday, September 1 episode by Manilyn of the Mariteam as she and her friends plan to collect donations from the public and hold fundraising activities for those affected by the recent typhoons.

“Officially, the answer is ‘Yes,’” said Senator Pia Cayetano.

“Nung [time] ng COVID-19, ang daming naglabasan na fundraising [activities] para makatulong sa tao. Tapos naglabas ang DSWD ng paalala na lahat ng gustong mag-fundraising, kailangan kumuha ng permit. Ang daming umangal na netizens dahil hihingi ka pa ng permit e baka ‘yung sasaklolohan mo e namatay na o baka kung ano nang nangyari. Sa pagkakaalala ko, sinuspend muna pansamantala ‘yung requirement na ‘yan but it is a Presidential Decree na nagsasabing kailangan ng permit,” Ate Pia explained.

“The reason for that is [dahil] may mga mabusado, ‘di ba?” she continued. “Like may mga magsasabing [kahit] ang ganda-ganda nila mag-market ng kanilang organisasyon tapos malalaman mo hindi nakarating [ang mga donasyon]. So tama naman ang DSWD na maging strikto sila doon but I’m still hoping na magkaroon tayo ng way na mas mapadali ‘yan kasi nagiging pahirap sa mga well-meaning citizens naman na gusto automatic makapag-solicit, padala kaagad ng pera sa nabagyuhan, tapos hindi pwede. Pero for now, it’s really what the law requires.”

Senator Alan Peter Cayetano compared this issue to a story in the Bible in which Jesus and His disciples were walking through a grainfield on the Sabbath, and His disciples began to pluck heads of grain to eat. Jesus emphasizes that the Sabbath should not be about strict legalism but rather about meeting human needs and showing mercy.
